Description

New York City Department of Homeless Services is seeking qualified organizations to operate Tier II residences and overnight facilities for homeless families with children. Services include temporary lodging, intake and orientation, case management, social work, housing and employment placement, public-assistance navigation, health and behavioral-health linkages, education, recreation, child-care referrals, food support, security, facilities management, maintenance, data collection, and reporting. Facilities must operate continuously, comply with applicable New York State and New York City requirements, and provide accessible, safe, and sanitary environments. The solicitation remains an open-ended RFP with proposals accepted through the city's procurement portal on an ongoing basis. Addenda update the scope to require air-conditioning capabilities, annual inventories of department-funded furnishings and equipment, fire-safety training and measures, and compliance with Community Hiring requirements for contracts exceeding $3 million. The solicitation also incorporates Labor Peace Agreement certification and attestation requirements and a Paid Sick Leave Law rider. Proposals must include the structured proposal and budget forms, staffing and organizational materials, property-management plan, references, financial documentation, site-control evidence, applicable organizational documentation, and any applicable occupancy or linkage agreements.
