Description
Montgomery County seeks a PennDOT-prequalified consultant or consulting team to provide construction oversight and inspection services for the replacement of Bridge 185. The scope includes a part-time inspector-in-charge and a full-time, on-site inspector; daily inspection logs; review and tracking of submittals, requests for information, payment requests, schedules, change orders, and test reports; construction meetings; progress reports; environmental and safety coordination; final inspection and punch-list verification; closeout documentation; photographs; and electronic record archiving. The inspector-in-charge must be at least TCIS-2 with PennDOT Concrete Certification and NECEPT Bituminous Certification, while the on-site inspector must be at least TCI-3 with prior PennDOT and bridge experience. The anticipated construction duration is nine months beginning in early 2027, with additional time for closeout documentation. Responses are qualification-based; no cost proposal is requested initially. The County will rank at least three firms and negotiate a technical and cost proposal with the highest-ranked firm. Required submission items include a current W-9, Appendix A, a qualifications document, and acceptance of the terms and conditions through the procurement portal.
