Description
The County of Orange Social Services Agency is soliciting proposals from qualified providers to operate a licensed, 24-hour transitional residential housing program for up to 22 Non-Minor Dependents ages 18 through 21 who participate in Extended Foster Care and are referred by the Social Services Agency or Orange County Probation Department. The program will use two residential buildings and provide temporary housing and supportive services for up to 12 months, with extensions subject to County approval. The selected provider must supply awake, on-site supervision and crisis intervention seven days per week, case management, independent-living skills development, education and employment support, health-care coordination, housing-stability assistance, transition planning, participant intake and assessments, reporting, aftercare for up to one year following discharge, and ongoing coordination with County staff and community resources. The provider must maintain a valid Transitional Housing Placement Program license, operate in compliance with California licensing standards, maintain qualified staff, and meet extensive privacy, cybersecurity, insurance, background-screening, and data-protection requirements. The contract term is three years beginning July 1, 2027, with a possible two-year renewal.
