Description
The City of Tustin is soliciting professional consulting services to update its Pavement Management Program in compliance with Orange County Transportation Authority guidelines. The scope includes reconciling and updating the pavement inventory and StreetSaver database; conducting ASTM D6433 and OCTA-compliant pavement condition surveys; performing QA/QC and independent reinspections; customizing StreetSaver reporting; and reconciling pavement, GIS, roadway, and related records. The consultant must develop funding and budget scenarios, forecast pavement condition, prepare a seven-year maintenance and rehabilitation plan, and produce draft and final program reports and all data, forms, GIS files, and supporting materials required for the City's 2027 Measure M2 eligibility submittal. An optional task covers verification and updating of pavement attributes along approximately 50 or fewer City-limit segments. The proposal is limited to 15 pages, with a separate fee proposal, and must identify the project team, relevant qualifications, three agency references, approach, schedule, deliverables matrix, assumptions or exceptions, and signed offer statement.
