The County of Los Angeles, Executive Office of the Board of Supervisors is soliciting for a Work Order with qualified CAPSMA contractors to provide ethics commission and ethics office development and strategic advisory consulting services. These services will support the establishment and successful implementation of a County Ethics Commission and Ethics Office, ensuring alignment with Measure G objectives, best practices in public-sector ethics oversight, and the County's commitment to transparency, accountability, and integrity. Vendors interested in this Request for Services (RFS) must also respond to a concurrent Request for Qualifications (RFQ) for a Consulting and Professional Services Master Agreement (CAPSMA). Qualifying vendors will be issued a CAPSMA. Responses are required for both the RFQ and the RFS to be considered. Required RFQ documents include Vendor's Organization Questionnaire/Affidavit, Certification of Compliance, Debarment History and List of Terminated Contracts, Community Business Enterprise (CBE) Information, List of References, Contribution and Agent Declaration Form, Supplemental Financial Information (if applicable), and Declaration Financial Statements. Required RFS documents include the Response Cover Sheet, Response to Requested Information, References, and Staffing and Pricing Schedule. A Certificate of Insurance is also required but not attached.
