Description
The Los Angeles County Department of Children and Family Services is seeking proposals for two contracts to provide Family Time Center and Safe Child Custody Exchange services. One contract will serve Supervisorial District 3, specifically Service Planning Area 2, and one will serve Supervisorial District 5, specifically Service Planning Area 1. Services include coached, monitored family time for parents or legal guardians and children in out-of-home care, celebration events, and safe custody exchanges between parents or legal guardians. Contractors must provide family-friendly sites, trained coaches and exchange facilitators, outreach, referrals, safety assessments, reporting, recordkeeping, and quality assurance. Minimum service levels include 96 hours of coached monitored family time and 12 families served per month, plus four safe custody exchanges per month in the designated service area. Services must be available seven days per week, including specified County holidays, and must support in-person family time with virtual family time only as approved. The solicitation requires a Business Proposal and a Cost Proposal, submitted as five searchable PDF files for each proposed service area. The Business Proposal must address qualifications, relevant experience, references, approach, training, outreach, safety assessment, quality assurance, and acceptance of contract terms. Required supporting materials include three years of financial statements, corporate documents, proof of service address, required forms, and pricing and budget materials. The maximum annual contract amount is $182,900 per service planning area. The anticipated term is one year with four optional one-year extensions.
