COUNTY OF PIERCE REQUEST FOR PROPOSAL 26-002-BH-YBH YOUTH BEHAVIORAL HEALTH NOTICE IS HEREBY GIVEN that Pierce County is currently seeking proposals from organizations to provide behavioral health promotion, prevention, and early intervention services to youth aged 25 years or younger, aiming to strengthen social-emotional skills, reduce violence and substance use risk factors, and improve access to behavioral health care. Behavioral Health and Therapeutic Court tax funds, in the amount of $750,000 has been made available for these services. The Request for Proposal will be posted and available online Friday, October 2, 2026, on the following website: https://www.piercecountywa.gov/7829/Current-Solicitations. Description
Pierce County is seeking qualified organizations to provide behavioral health promotion, prevention, and early intervention services for youth aged 25 or younger. Eligible activities may include social-emotional skill development, peer support and mentoring, family engagement, screening and referral, mental health and substance use treatment navigation, youth violence prevention, substance use prevention, and other evidence-informed or promising practices that improve behavioral health outcomes and treatment engagement. Programs must describe their service model, frequency and duration of engagement, target population, geographic area, accessibility approach, performance measures, and data systems. Direct-service staff and volunteers with unsupervised access to youth must complete required background checks and mandatory reporter training, and funded programs must comply with applicable confidentiality, HIPAA, and 42 CFR Part 2 requirements. Approximately $750,000 is available for about ten entities, with no individual award exceeding $100,000. The anticipated period of performance is January 1, 2027, through December 31, 2027, with no renewals or extensions. Proposals must be submitted electronically through the County's eProcurement portal; the required response includes portal questionnaire confirmations, organization and eligibility information, financial-risk-assessment documentation, and a completed Budget Worksheet. The solicitation accepts PDF, PNG, JPEG, DOCX, and XLSX files, and requires acknowledgment of all addenda and notices.
