Description
The United Nations Development Programme seeks a provider to establish bank-account payment arrangements and administer incentive payments for 39 beneficiaries participating in a fish-value-chain relocation project: 24 fishers and 15 fish traders. The provider will verify beneficiary and banking information, process authorized payments, maintain auditable transaction records, document unsuccessful or returned payments, and administer the required 25% deduction allocated to the Cooperative Housing Fund. The five-month assignment includes beneficiary registration and payment setup, three months of incentive disbursements, and final reconciliation and reporting. Deliverables include an inception report, monthly payment reports, reconciliations, bank and accounting records, and a final financial report. The incentive pass-through ceiling is MZN 1,314,000, separate from the bidder's service-provider fee. The financial manager must meet specified education or experience requirements, including at least three years of relevant experience; the proposed methodology is limited to 10 pages.
