Description

The U.S. Department of the Navy is seeking up to three contractors to provide laboratory analytical services and associated sampling supplies under a five-year Blanket Purchase Agreement. The scope includes chemical analysis, toxicity characteristic testing, air testing, environmental sample analysis, and related supplies for soil, sediment, sludge, groundwater, surface water, air, soil gas, and other matrices. Services will support research, remediation, hazardous-waste cleanup, water-quality assessment, and site-assessment projects, with individual calls specifying quantities, locations, turnaround times, quality-control requirements, and deliverables. The procurement is now full and open; the prior small-business set-aside has been removed. Offerors must submit three volumes: technical capabilities, past performance, and a firm-fixed-price schedule using the amended ELIN pricing template. Laboratories must maintain required DoD ELAP and NELAP accreditations, comply with ISO/IEC 17025:2017 and the DoD Quality Systems Manual, and provide qualified personnel, legally defensible data, quality-control documentation, and required electronic deliverables. The prime laboratory must perform more than 50% of requested services, with subcontracting permitted for up to 50%.
