Description
The City of Worcester is soliciting proposals from qualified third-party administrators to manage its workers’ compensation and injured-on-duty claims for approximately 6,753 city employees and 893 public safety employees. The scope includes processing existing and future claims through closure, claims investigation and adjustment, medical and indemnity payment processing, reserve management, medical provider coordination, utilization review, nurse case management when approved, independent medical examinations, settlement recommendations, litigation support, loss control, and compliance with Massachusetts General Laws Chapters 152 and 41. The contractor must provide secure online claim-file access, monthly loss runs and experience reports, quarterly reviews of open cases, fiscal-year expense tracking, records retention and transfer, daily availability of a designated senior injured-on-duty claims adjuster, and a backup adjuster. Proposers must demonstrate at least 10 years of relevant experience, four current Massachusetts municipal accounts with public employers having at least 500 employees, audited financial statements for three years, and detailed municipal references and organizational information. Pricing must be submitted separately using both flat annual-fee and per-case pricing methods, including disclosure of supplemental-service costs.
