Description

The City of Santa Clara is soliciting proposals from qualified third-party administrators to provide general liability claims administration and statistical reporting for the City, the Santa Clara Stadium Authority, Silicon Valley Power, and related authorities and enterprises. Services include claim intake and file management; investigations; adjustment, negotiation, settlement support, subrogation assistance, litigation-management support, trust-account management and reconciliation; claims-management information system services; claimant support; statutory and excess-insurance reporting; quarterly and ad hoc reports; and 24-hour on-call service. The contractor must staff the account with qualified claims adjusters, maintain no more than 125 claims per adjuster, and comply with applicable California Government Claims Act, PRISM, Medicare, Medicaid, and data-security requirements. The initial agreement term is five years, with up to three additional one-year extension options. Pricing must include a fixed monthly amount for up to 125 open claims and a fixed per-claim monthly amount for claims above 125; the first three years of the initial term are fixed-price periods. Proposers must submit a technical proposal, company and qualifications information, implementation and staffing approach, three customer references, a cost proposal, a signed proposer certification form, and any exceptions to the exemplar agreement. Required insurance includes commercial general liability, automobile liability, workers’ compensation, professional liability, crime, and cyber liability coverage, with specified minimum limits.
