Description
El Paso Water is soliciting bids for ongoing maintenance and cleaning of approximately 8,123 citywide inlets. The contractor must provide three two-person crews, all labor, equipment, transportation, supervision, communication devices, and incidental costs. Work includes string trimming and manual vegetation removal, cleaning inlet interiors up to four feet deep, removing grates, removing and disposing of trash and litter, reporting structural deficiencies, performing minor traffic control, and preventing debris from entering the stormwater system. EPWater will assign work across the West, Central, and Mission Valley areas, with assignments subject to changing priorities. The contractor must provide daily before-and-after photographs through an EPWater application, detailed crew timesheets including travel time, equipment information, and personnel identification badges. Bidders must demonstrate at least two years of experience with traffic-control layouts and related permitting. The initial contract term is one year, with up to four additional one-year extensions and a possible six-month continuation. The solicitation requires a completed bid package, Excel pricing worksheet, W-9, Conflict-of-Interest Questionnaire, Form 1295, New Vendor Information Form, Statement of Residency, Statement of Non-Divestment from Israel, and five-percent bid security. Payment and performance bonds are required after award at 100 percent of the bid when applicable under the solicitation.
