Description
University Medical Center of El Paso is soliciting a single program management firm to support implementation of its 2025 General Obligation Bond Implementation Program across multiple campuses. The scope includes development of a Program Implementation Plan; executive oversight; project controls; cost estimating and reporting; cash-flow projections; scheduling and phasing; value engineering; contract and procurement support; project-team coordination; invoice and payment review; construction-progress observations; transition and occupancy planning; stakeholder communications; and project closeout documentation. The program includes planned parking, outpatient clinic, urgent-care, emergency-department, ambulatory-surgery, and related healthcare facility projects. The program manager will provide on-site management, with the Principal Program Manager required to work full time Monday through Friday in an El Paso office for the duration of the program. The selected firm may not provide design or construction services for these projects, and its team members may not participate on the related design or contractor teams. The proposal must include the requested organizational, staffing, experience, approach, schedule, fee, insurance, litigation, and disclosure information, along with the required UMC forms and supporting documentation.
