El Paso County is seeking a food-service provider to prepare, package, deliver, and serve congregate and home-delivered meals for older adults and adults with disabilities. Services include approximately 4,000 meals per day, prepared at a City of El Paso commercial kitchen and delivered to up to 20 congregate centers and homebound participants throughout El Paso County. The contractor must provide meal-service staff, kitchen and center cleanup, home-delivery drivers, packaging, utensils, condiments, nutrition labels, temperature monitoring, reporting, and vehicle maintenance. The contractor will use 12 County vehicles made available for meal delivery and must provide any additional vehicles or equipment needed. Meals must comply with Older Americans Act, Texas Administrative Code, food-safety, Dietary Reference Intake, and Dietary Guidelines requirements. The scope requires a five-week cycle menu, culturally appropriate meals, registered-dietitian oversight, congregate meals approximately 250 days per year, home-delivered meals approximately 260 days per year, face-to-face delivery verification, emergency and contingency planning, staff training and background checks, and ongoing monitoring. The initial contract period is two years with three two-year renewal options, for a maximum term of eight years. Proposers must submit pricing per congregate meal, homebound meal, and shelf-stable meal, along with a complete proposal and required forms and supporting documentation.
