Description
The South Dakota Board of Regents (SDBOR) is soliciting proposals from qualified, professional food service management companies to provide comprehensive dining services at its six public universities: Black Hills State University, Dakota State University, Northern State University, South Dakota State University, South Dakota School of Mines & Technology, and the University of South Dakota. Consideration should also be given to food service options at two university centers in Sioux Falls and Rapid City. The successful contractor(s) will be expected to commence services on July 1, 2027, at all campuses. The contract will be for an initial five-year term with four one-year renewal options. Offerors may propose for one, multiple, or all six campuses, and must provide a separate campus-specific offer for each. The dining services include all-you-care-to-eat facilities, branded concepts, food courts, snack bars, coffee kiosks, grab-and-go venues, and catering. The contractor will have exclusive dining rights and first right of refusal for catering. Vending services are excluded. Proposals must address operational excellence, food quality, customer experience, financial management, facilities maintenance, catering, alcohol service, nutrition, technology, sustainability, and campus-specific strategies. Amendment 1 corrects South Dakota Mines enrollment data and updates dining-site information, including Miner's Shack hours and the addition and revised hours of Peking Plate. The pre-submission tour materials further clarify campus facilities, catering and concessions operations, equipment ownership, current dining arrangements, and campus-specific investment buyout amounts that respondents must include for any institution they propose to serve.
