Description

The California Board of State and Community Corrections seeks one or more contractors to provide statewide technical assistance, training, and capacity-building support for nonprofit community-based organizations working in the community violence intervention field. Services must strengthen organizational infrastructure; financial and administrative systems; case management and data systems; evaluation capacity; staff development, wellness, and supervision; and long-term sustainability. The contractor must develop and implement a technical assistance and capacity-building strategy, training curriculum, needs-assessment methodology, CBO engagement plan, work plan and schedule, progress reporting, and final reporting. Training and technical assistance may be delivered virtually, in person, individually, or through regional or statewide events. The proposer must itself meet the minimum qualifications; subcontractors may be included in the proposed strategy but cannot be used to satisfy those minimum qualifications. Required work samples and references must reflect work performed by the proposer. Up to $2,750,000 is available for the entire approximately 2.5-year contract period, and BSCC may issue one or multiple awards. The contract is expected to run approximately from March 8, 2027, through December 31, 2029, with cost reimbursement for actual expenditures. Services must be available statewide, including 18 priority counties, and should address CVI best practices as well as organizational development and operations. The October 12, 2026 question-and-answer document confirms that the solicitation does not mandate specific in-person service levels, regional staffing expectations, or numbers of onsite visits, and that there is no incumbent performing similar work.
