Description
The Iowa Department of Public Defense, on behalf of the Iowa Army National Guard, seeks a contractor to provide a turn-key Synthetic Marksmanship Training-as-a-Service capability over a five-year period. The scope includes fabrication, delivery, installation, calibration, and sustainment of training hardware, software, non-tethered simulator weapons, projectors, computer servers, tracking systems, charging equipment, and related infrastructure. Approved alternatives to the TORA system may be accepted if directly comparable to the stated specifications. The contractor must provide configurable multi-shooter target arrays through immersive theater systems, including XM250 and other simulated weapons, customized terrain maps and active-shooter scenarios, operator training, continuous software support and updates, preventative maintenance, emergency on-site repairs, and parts replacement. The system must support regional Iowa Army National Guard readiness centers, maintain at least 98% uptime, and provide monthly biometric performance reports. The agreement consists of a 12-month base period and up to four consecutive 12-month option periods.
