Description
Charlotte Douglas International Airport is seeking a customizable, vendor-hosted, web-based learning management system for approximately 22,000 badged airport, airline, and agency employees. The system must support secure and unrestricted course environments, username/password and multifactor authentication, integration with an identity management system through APIs, automated enrollment and results sharing, reporting and analytics, unlimited users, remote troubleshooting, and compliance with City information-security, accessibility, and aviation regulatory requirements. The scope includes implementation, data integration and migration, quality assurance, staff training, technical support, maintenance, and course development. Required and optional training content includes SIDA, security refresher, driver, safety management, authorized signer, customer service, emergency, and related aviation courses, with English closed-captioning and specified Spanish-language options. The vendor must provide site-specific video production, editing, graphic design, course integration, regulatory updates, and seven-day technical support with defined response times. Proposals must include the required proposal forms, portal pricing, two aviation-related course samples, and an implementation timeline.
