Description
The Federal Aviation Administration is seeking instructor-led PEACE Model investigative interviewing training for FAA airworthiness inspectors and engineers. The training must address ethical, outcome-based interviewing, including planning and preparation; engaging and explaining; account clarification and challenge; closure; and evaluation. It will support safety hotline, whistleblower, suspected unapproved parts, audit, inspection, safety management system, and compliance or enforcement investigations. The contractor must provide approximately five classes annually, with no more than 20 students per class and approximately 40 hours of instruction. Training is expected to occur Monday through Friday in person at a U.S. brick-and-mortar training facility, preferably within 25 miles of a major airport, although computer-based or virtual training may be permitted in limited circumstances with government concurrence. The contractor must provide qualified instructors, suitable facilities and equipment, training materials, syllabi, facility and resource descriptions, proposed training schedules, instructor resumes or qualification statements, and per-class pricing. The anticipated structure is a one-year base period with four one-year option periods.
