Description

The Federal Aviation Administration seeks a contractor to provide structured investigative interviewing training for FAA Airworthiness Inspectors, Engineers, and other Aircraft Certification Service employees. The course must teach ethical, non-coercive, outcome-based interviewing techniques, including planning and preparation, rapport-building, open-ended questioning, clarification of facts, fair exploration of discrepancies, interview closure, and post-interview evaluation. Training supports investigations and audits involving safety hotlines, whistleblowers, suspected unapproved parts, supplier controls, quality systems, safety management systems, and compliance or enforcement matters. The contractor must provide instructor-led training at a U.S. brick-and-mortar facility, with virtual or computer-based instruction permitted only under specified circumstances and with government approval. The facility must meet classroom, equipment, safety, and accessibility requirements. Instructors must include a professional investigative interviewer with five years of industry experience and three years of instructor experience. The FAA estimates five classes annually, with no more than 20 students per class. The contractor must provide course materials and certificates of completion; the FAA is responsible for travel and per diem costs. If the low offeror is an accredited college, offering college credit is desirable but not mandatory or an evaluation factor.
