Description

The United States Air Force Test Pilot School is soliciting multiple Blanket Purchase Agreements for qualitative-evaluation flight training services involving T-2 Buckeye, A-4 Skyhawk, Daher Kodiak, Cirrus Vision Jet, Noorduyn Norseman, systems platform aircraft, lighter-than-air vehicles, and jet gliders. Each aircraft category is a separate solicitation and may include aircraft, qualified instructor pilots, flight and ground instruction, briefings, debriefings, aircraft ferrying, maintenance and operational support, and participation in Test Management Projects. Contractors must provide at least one suitable aircraft, maintain airworthiness and required safety equipment, furnish qualified pilots and supporting personnel, and meet specified FAA and Air Force requirements. Quotes must include contractor information, payment terms, a one-year price list, offer expiration date, FOB destination, ordering period, and a technical approach. The Government will evaluate best value and technical acceptability, with technical factors more important than price, and anticipates making multiple BPA awards.
