Description
The Florida Fish and Wildlife Conservation Commission is soliciting aircraft and pilot services for annual North Atlantic right whale aerial surveys. The contractor must provide an eligible Cessna 337 Skymaster or DeHavilland Twin Otter, two qualified pilots, fuel, oil, required safety and navigation equipment, and an automated flight-following system. Surveys will generally occur from December 1 through March 31, with aircraft based at St. Augustine Airport and operations covering coastal waters from approximately Cape Canaveral, Florida, to Savannah, Georgia. The anticipated workload is approximately 350 flight hours per calving season, subject to funding, weather, and aircraft availability. The contractor must meet extensive FAA, aircraft, pilot, overwater safety, maintenance, communications, and survey-operation requirements. The bid package must include the completed acknowledgment, price sheet, references, mandatory-responsiveness form, subcontractor list, FAA Air Carrier Certificate, certificate of insurance, and evidence of required FAA Part 135 flight checks. The contract has a two-year term upon issuance of the purchase order, with payment based on flight hours performed while FWC staff are aboard the aircraft.
