Description
The USDA Agricultural Research Service requires 2,225 tons of 2026-crop grinding-quality alfalfa hay in large round or square bales. The hay must contain at least 16% crude protein, have total digestible nutrients of 55–60% or better on an as-received basis, be free of mold and foul odors, and weigh at least 1,000 pounds per bale. The contractor must deliver the full quantity by October 31, 2026, with delivery accepted at the designated research facility. Each load must include a scale ticket showing gross, tare, and net weight; nonconforming loads may be tested and rejected. Quotations must include vendor details, pricing including delivery costs, estimated delivery timing, a 60-day validity period, and descriptive technical documentation such as forage testing or laboratory analysis and a meets/does-not-meet statement. Award is expected to be made to the lowest-priced technically acceptable offer with acceptable or neutral past performance.
