Description
The City of Hastings is soliciting bids for the manufacture and full integration of new 13.8 kV medium-voltage switchgear into a dedicated, pre-manufactured Power Distribution Center (PDC). The scope includes the PDC enclosure with HVAC, 15 kV switchgear, 120/240 V AC and 125 V DC power panels, ground detection, panel-to-panel wiring, protective relays, testing, packaging, delivery, and field technical services for startup and testing. The complete preassembled unit must be tested and delivered to the Don Henry Power Center. Bidders must provide firm lump-sum pricing, transportation and delivery pricing, operation and maintenance manuals, startup and commissioning spare parts, technical field-service rates, proposed delivery and submittal schedules, technical fill-in data, preliminary material and spare-parts information, drawings, and other proposal documents identified in the solicitation. A bid security of at least 5% of total contract construction costs is required, and the successful bidder must furnish full-amount performance and payment bonds after award. The equipment carries an 18-month proposal warranty response and a 36-month contractual warranty beginning at commissioning.
