Description
The U.S. Fish and Wildlife Service is soliciting a firm-fixed-price contractor to chemically treat approximately 211 acres of invasive phragmites at Kirwin National Wildlife Refuge. The contractor must furnish all labor, equipment, aquatic-use herbicides containing imazapyr, surfactants, supervision, and incidentals. The specified products are Polaris applied at 4 pints per acre with Rainier EA, unless an approved substitution is authorized. The work must address difficult wetland, shoreline, saturated-soil, sloped, and open-water-adjacent conditions while minimizing drift and impacts to native vegetation, soils, wetlands, and surface water. The contractor must provide a technical approach covering application methods, equipment, staffing, and schedule; up to three similar invasive-species-control project examples; required licenses, certifications, permits, safety measures, and daily work logs. Performance is scheduled from September 18, 2026, through October 31, 2026, with work conducted during daylight hours and subject to refuge wildlife and public-use restrictions.
