Description
The U.S. Forest Service is soliciting a firm-fixed-price purchase order for approximately 100 tons of certified noxious-weed-seed-free hay, with an acceptable quantity range of 95 to 105 tons. The hay must be supplied primarily as small square bales weighing 70–95 pounds, with tight, uniformly tensioned strings; small bales in large square bundles may also be accepted. Hay must be cut in 2024 or 2025, contain no more than 15% moisture, be free of mold and specified weeds and chemicals, and contain no more than 75% alfalfa or other legumes. The contractor must deliver all hay by September 30, 2026, and provide a Montana Department of Agriculture transportation certificate confirming weed-seed-free certification. Each load must be identified with approved Department of Agriculture tags or colored hay twine. Quotations must include pricing for all line items, the completed schedule of items, required representations and certifications, and an explanation of the offeror’s ability to meet the delivery schedule and any requirements it cannot accomplish. Delivery is FOB destination, and the solicitation anticipates one award based on best value.
