Description
The City of Raleigh, through Raleigh Water and the D.E. Benton Water Treatment Plant, is soliciting proposals for recurring maintenance, calibration, cleaning, inspection, and emergency support for a broad inventory of water-treatment instrumentation. The scope includes flow, pressure, level, pH, turbidity, ozone, fluoride, particle-counting, ultraviolet-transmissivity, dissolved-oxygen, temperature, weight, and related instruments at the plant and remote sites. Calibrations must use NIST-traceable standards and be performed by ISO 17025-accredited, manufacturer-certified, or comparably qualified personnel, with compliant calibration reports, labels, records, and a computerized calibration-management program. The contractor must provide an accredited or manufacturer-certified field service engineer onsite at the plant at least two days per week, perform scheduled and emergency services, respond to emergency calls within two hours and arrive onsite within four hours when required, maintain parts and chemical inventories, provide weekly and monthly checks, and support meetings, reporting, quality assurance, safety, and documentation. The proposal must address qualifications, staffing, experience, financial information, approach and schedule, pricing, certifications, quality and safety programs, insurance, security procedures, subcontractors, emergency-call procedures, and other specified attachments. The agreement is for one year with an option to renew for four additional one-year periods; a $30,000 annual parts allowance is identified separately from the service price.
