Description
Passaic County Department of Human Services is soliciting proposals for two grant-funded programs: Family Shelter and Prevention Services. Family Shelter providers will furnish emergency shelter for eligible homeless families, with preference for providers offering housing assistance, legal assistance, case management, counseling, collaborative services, and the ability to keep family members together. Prevention providers will furnish rental and security-deposit assistance, counseling, and related services to prevent eviction or homelessness and help individuals and families obtain short-term and permanent housing; utility assistance and case management are preferred, and preference applies to at least one provider serving upper Passaic County municipalities. Applicants may propose one or both programs. A complete submission requires one set of boilerplate documents plus a separate Application Package and Annex B budget for each Prevention program, or Annex B-2 budget for each other program. The initial contract period begins upon award and ends June 30, 2027, with up to three one-year renewal options through June 30, 2030, subject to funding and performance. Estimated initial allocations are $168,500 for Family Shelter and $84,600 for Prevention Services; estimated 12-month allocations are $224,500 and $112,800, respectively. Proposals must include one original, three complete copies, and one flash drive. Subcontracting requires prior written permission.
