Description
Douglas County Government is soliciting proposals from qualified financial institutions to serve as underwriter for an anticipated Series 2026 Certificates of Participation issuance. The approximately $100 million new-money financing will fund the first phase of the Zebulon Regional Sports Complex, a planned regional sports and recreation development. The certificates are anticipated to price in the fourth quarter of 2026 and have a 30-year repayment schedule. Proposals are limited to four pages, excluding a cover letter and requested appendices, and must address the firm's company description and public-finance commitment, proposed banking and underwriting team, relevant Colorado Certificates of Participation experience, a list of Colorado COP transactions since January 1, 2023, and up to three recent Colorado COP references. The successful respondent must provide required liability insurance and Workers' Compensation coverage. The initial agreement is for 12 months, with two additional one-year extension options.
