Description
The City of Denton is requesting qualifications from engineering firms to provide telecommunication pole-attachment and engineering services throughout the Denton Municipal Electric service territory. The scope includes reviewing and administering pole-attachment applications; field inspections; pole-by-pole clearance reviews; pole-loading analysis quality assurance; pole replacement design review; make-ready electrical construction inspections; post-construction inspections; as-built closeout; private-network make-ready engineering; communications with attaching entities; billing and invoicing; program support; reporting; database development and administration; special projects; and site surveys and audits. Services must be performed under the direct supervision of a Texas-licensed Registered Professional Engineer, with applicable documents sealed by a professional engineer. The firm must be registered to provide services in Texas and provide evidence of relevant licenses, certifications, experience, staffing, and qualifications. Respondents must submit a statement of qualifications, including a maximum three-page qualifications narrative, office and staffing information, licenses and certifications, key-personnel resumes and organizational chart, proof of at least three years of pole-attachment and engineering experience, schedule and delivery capability, client evaluation letters, a sample pole-attachment program report, and at least five related project examples with client contact information. The solicitation also requires a signed Conflict of Interest Questionnaire, an invoice example, Secretary of State registration or exemption documentation, and proof of a Texas Professional Engineering License. The contract is intended to run for one year with four additional one-year renewal options and a possible extension of up to six months. Work will be performed remotely and on-site at Denton Municipal Electric locations in Denton, Texas.
