Description
The City of Garland is soliciting a contractor to provide all labor, materials, transportation, installation hardware, testing, calibration, documentation, and related support to replace 12 burner gas valve assemblies on Unit 4 at the Spencer Plant. The scope includes demolition of existing equipment, modification of flange spools, installation of Jamesbury 1052 FM-approved safety shut-off valve assemblies with specified actuators, solenoids, limit switches, tubing, fittings, connectors, and conduit, and removal of demolition equipment from the site. The contractor must perform local acceptance testing, host City acceptance testing, complete final system testing through the burner management system, verify command and position signals, and provide calibration reports, configuration information, as-built documentation, manuals, and final project sign-off. Work is scheduled during the plant outage from December 1, 2026, through January 31, 2027, with installation to be completed within a consecutive 20-day period. The response must include a warranty package, hourly labor rate sheet, itemized quote, technical compliance and work plan, three references, and required electronic bid attributes. A mandatory site visit is required, and valid insurance certificates are required before award or purchase-order issuance, but not with the bid.
