Description
The U.S. General Services Administration is soliciting a firm-fixed-price quotation for terminal deficiency list inspections at six federal buildings and courthouses in Portland and Troutdale, Oregon, and Vancouver, Washington. The contractor must perform thorough visual inspections of accessible building systems, including electrical, mechanical, plumbing, HVAC, fire protection and life-safety, architectural and structural systems, building automation and control systems, and related equipment. Telecom systems, elevators, security systems, public utility equipment, confined spaces, and other expressly excluded areas are outside the scope. The contractor must provide a proposed schedule, coordinate secure-site access, conduct the inspections within the required performance period, and submit draft and final searchable PDF or Excel reports. Reports must identify and number deficiencies, include location details and timestamped photographs linked to each deficiency, provide correction recommendations, classify expected correction costs, and identify critical deficiencies. Each proposed inspector must have at least five years of facility engineering and/or plant operations and maintenance experience, knowledge of national building codes, and experience with building automation and control systems; a detailed resume is required for each inspector. The quotation must include completed representations and certifications and detailed pricing broken down by labor hours and material costs.
