Description
San Mateo County Department of Housing is soliciting proposals for an end-to-end grants and asset management solution for federal, state, and local housing funds and department assets. The system must support the full lifecycle from application intake, evaluation, underwriting, award, contracting, disbursement, and reporting through compliance monitoring, loan servicing, affordability monitoring, closeout, and long-term asset management. Required capabilities include configurable workflows and portals, document management, dashboards and reporting, financial reconciliation, loan and payment tracking, compliance alerts, role-based access, multifactor authentication, API and system integrations, data migration from existing spreadsheets and legacy systems, training, documentation, and post-go-live support. The solution should integrate with or support data exchange involving HUD IDIS, Laserfiche, SharePoint, GIS platforms, County financial systems, and DocuSign or an equivalent. Proposals must include technical, staffing, experience, references, pricing, qualifications, certifications, disclosures, and any applicable local-preference documentation.
