Indigenous Services Canada is seeking qualified Tier 1 holders under the TBIPS Supply Arrangement EN578-170432 to provide development, quality assurance/testing, and technical architecture services on an as-needed basis through task authorizations. The requirement identifies two Level 3 testers, six Level 3 web developers, and two Level 3 technical architects, with an estimated effort of approximately 240 days per year per resource. The procurement is intended to result in two contracts. Each contract is described as a one-year initial period with two additional one-year irrevocable option periods. The requirement includes corporate Designated Organization Screening, personnel Reliability Status screening, and Protected B document safeguarding requirements; bidders do not need to hold the required clearances to submit a bid. The competition is conditionally set aside under the federal Procurement Strategy for Indigenous Business if at least two compliant bids are received from certified Indigenous businesses. Proposals may be submitted in either official language.
