Description
The Municipality of Anchorage Public Transportation Department is soliciting proposals for an educational campaign to help new and hesitant riders understand and confidently use the People Mover bus system. The campaign should address fare options, payment and bus-tracking applications, trip planning, timetable and map reading, safety and courteous riding practices, bike-rack use, and other practical riding information. It should use behavioral science and human-centered design, target visitors and people who live or work near fixed-route bus stops, and reach youth, adults, and seniors. Required deliverables include short tutorial videos, social media posts and carousel images, campaign-themed advertising and collateral, transit-center window wraps, posters, video and radio commercials, bus-operator perspective videos, digital advertising, a campaign webpage, and a targeted mailer providing a free one-week pass. The contractor must develop the campaign strategy, identify audiences and barriers, conduct outreach, coordinate with department staff, and assess campaign outcomes. The expected not-to-exceed amount is $250,000. Proposals are limited to ten pages, excluding specified items, and must include qualifications and references, two relevant work samples, methodology, key staff and subconsultant information, contractor location, and a separate fee schedule.
