Description
Colusa County, through its Department of Public Works, is seeking one consulting firm or consultant team to prepare two coordinated countywide transportation safety planning documents: a Safe Streets for All (SS4A) Safety Action Plan and a comprehensive Local Road Safety Plan (LRSP). The work includes project management, review and updating of the existing LRSP, crash and roadway safety data collection and analysis, stakeholder and public engagement, identification of safety problems and countermeasures, development and prioritization of safety projects, implementation and funding strategies, and preparation of draft and final plans. The consultant must support public review and presentation of both plans to the Board of Supervisors for consideration and adoption. The anticipated project budget is $300,000, consisting of $240,000 in federal SS4A funds and $60,000 in local matching funds. The overall grant period is approximately 30 months, with final plan adoption targeted for approximately 20 months after notice to proceed. Proposals are limited to 20 pages, excluding the cover letter and resumes, and must address qualifications, project understanding, methodology, work plan, schedule, team, references, and cost.
