Description
The City of Hot Springs is seeking a contractor to provide comprehensive management and technical support for its intracity transit system, including fixed-route and ADA complementary paratransit services. The scope includes administration, daily operations, dispatch, route and schedule planning, vehicle and facility oversight, safety, security, farebox control, customer service, personnel support, budgeting, purchasing assistance, management reporting, National Transit Database reporting, Transit Asset Management and Public Transportation Agency Safety Plan support, and coordination with the Federal Transit Administration and Arkansas Department of Transportation. The contractor must provide a Resident Advisor or management team under the direction of the City and support the system with qualified corporate personnel and technical resources. The initial contract term is five years, beginning January 1, 2027, with annual budget approval and annual renewal provisions described in the solicitation. Proposers must submit a fixed management fee for each contract year, with pricing options that include or exclude 120 hours of annual non-resident advisory and technical assistance. The proposal must address qualifications, experience, references, prior similar projects, technical capacity and project approach, and cost. Required supporting materials include insurance, business and corporate registration documentation, federal certifications, an active SAM.gov registration, and the signed FTA Contract Clauses Acknowledgment Form.
