Description
The County of Union, through its Department of Human Services, is seeking one contractor to serve as the third-party operator of the Union County Paratransit System. The scope includes centralized passenger intake, eligibility screening, reservations, automated routing and scheduling, dispatch, daily manifests, on-street demand-response and subscription transportation, Route 22 deviated fixed-route shuttle operations, passenger billing, revenue handling, reporting, and customer service. The contractor must employ and supervise drivers, reservationists, schedulers, dispatchers, a full-time on-site project manager, and supporting personnel; provide a centrally located operating facility and secure parking for the County-provided fleet of 53 vehicles; maintain vehicle cleanliness; provide cameras, telephone and fax equipment, routing/scheduling software, computer hardware, cybersecurity, backups, training, and related support. The initial contract period is February 1, 2027, through December 31, 2027, with four possible 12-month extensions through December 31, 2031, contingent on funding and performance. Required proposal materials include technical and management narratives, staffing and organizational information, operating and safety procedures, financial statements, annual budget forms, references, a drug and alcohol policy, required County and New Jersey Transit forms, DBE documentation, a $20,000 bid guarantee, and a consent of surety when the proposal exceeds $29,000. The contractor must meet extensive insurance, bonding, driver qualification, training, reporting, accessibility, Federal Transit Administration, and New Jersey Transit requirements.
