Description
The City of Everett Parks & Facilities Department is seeking a consultant or consultant team to facilitate a comprehensive public process and develop an updated six-year Parks, Recreation, and Open Space (PROS) Plan. The work includes reviewing and updating department goals, engaging residents and stakeholders—including underserved and underrepresented groups—assessing parks and amenities, evaluating levels of service, recommending locations for new parks, and updating the urban tree canopy chapter. The consultant must also update the park impact fee analysis and capital improvement plan, prepare a draft and final PROS Plan with graphics and appendices, provide outreach and presentation materials, present to the Park Board and City Council, suggest web content, and deliver any CAD and GIS source files created. The anticipated performance period is two years with three one-year extension options, with plan development expected to begin in January 2027 and conclude by February 2028.
