CITY OF MUKILTEO 5th Street/W Mukilteo Boulevard Preservation Project REQUEST FOR STATEMENTS OF QUALIFICATIONS (RFQ) No. 2026-06 Submit no later than Friday, October 30, 2:00 p.m. Pacific Local Time The city of Mukilteo solicits interest from consulting firms with expertise in construction management. The estimated start date is April 2027, and the estimated end date is the end of 2027. The city of Mukilteo reserves the right to amend terms of this Request for Qualifications (RFQ) to circulate various addenda, or to withdraw the RFQ at any time, regardless of how much time and effort consultants have spent on their responses. The contract type and method of payment will be Negotiated Hourly Rate utilizing WSDOTs Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement. Cost proposals or elements of cost shall not be submitted until the most qualified consultant has been selected. Project Description and Construction Management Scope The proposed improvements include pedestrian walkways and bike lanes on 5th St. between Lincoln Ave and Mukilteo Ln within the City of Mukilteo. Specific work includes, but is not limited to: Construction of HMA walkways, HMA overlay, retaining walls, concrete barriers, drainage structures and piping, striping, luminaires, and traffic control. Funding for the Project includes local and Federal sources. The Disadvantaged Business Enterprise (DBE) goal is 0%. The Washington State Department of Transportation (WSDOT) Federal Small Business Enterprise (FSBE) goal is 0%. The voluntary Small Business Enterprise (SBE) goal is 10%. As a federally-funded Project, the Professional Services Agreement will adhere to Federal Equal Employment Opportunity (EEO) requirements. The major features of this project: HMA pavement preservation and overlay. Construction of pedestrian walkways and bicycle lanes. Retaining walls and concrete barriers. Drainage structures and stormwater piping. Pavement striping and roadway illumination. Temporary traffic control and construction staging. Anticipated Timeline RFQ Released, Thursday, October 1, 2026 Deadline for Receipt of Questions, Friday, October 9, 2026 City Provided Responses to Questions, Thursday, October 22, 2026 Statement of Qualifications Due Date and Time, Friday, October 30, 2026, by 2:00 p.m. Estimated Consultant Interview Date, Friday, January 8, 2027 Estimated Finalist Selected, Friday, January 29, 2027 Estimated CM Contract executed, Monday, March 22, 2027 Submittal Requirements SOQs shall be submitted in PDF format to malmaroof@mukilteowa.gov before the submittal deadline. Submittals must include RFQ Number in the subject line of the email. The SOQ is deemed submitted as evidenced by the receipt date and time shown in the source code of the email received by the Citys computer system. All respondents will receive an email confirmation that their submittal has been successfully received. Questions related to this solicitation may be directed to malmaroof@mukilteowa.gov, including RFQ number in the subject line of the email. Questions via phone or received after the deadline will not be accepted. In your submittal, please use single spaced and single-sided, 8 1/2 by 11 typewritten pages (min. Arial 11-point font or equivalent). The submittal shall be no more than 10 pages.. The page limit does not include resumes of the project team, nor supplemental information, such as brochures, which may be submitted if desired. The following format and content shall be adhered to by each Consultant and presented in the following order: Executive Summary This section should summarize the key elements of the Consultants SOQ and provide an overview of the project team. Include the firm name, address and telephone number of the Consultants office located nearest to Mukilteo, and the office from which the project will be managed. Experience and Expertise This section shall demonstrate the proposed Project Manager and project teams experience, specialized expertise, and professional licensure required for: Construction management, document control, and inspection. Working with municipalities and contract administration. Construction surveying and staking. Materials testing and documentation. Quantity and payment verification. ADA compliance inspection. Traffic control inspection. Change order management. Management of project schedule, budget, and resources. Federal-aid and WSDOT documentation. Familiarity and compliance with WSDOT/FHWA standards and processes. Public and stakeholder engagement, including coordination with other governmental agencies. Reading plans, specifications, estimates, record drawings and project closeout. Field inspections to ensure projects are constructed in accordance with approved plans, specifications, and applicable regulatory standards, and provide and coordinate materials testing and inspection to ensure compliance. Conduct constructability reviews. Technical Approach This section should clearly describe project understanding, innovative concepts or alternatives, and quality control procedures in delivering the Scope of Services. 1. Methodology(ies): This section should clearly describe the methodology, or methodologies planned to be used to carry out the specific tasks described above. Include a list of information required or tasks to be completed by City staff. 2. Work Plan: Describe the sequential tasks to be used to accomplish this project. Indicate all key deliverables and their contents. 3. Project Organization and Staffing: Describe the approach and methods for managing the project. Provide an organization chart showing all proposed team members. Describe the responsibilities of each person on the project team. Identify the Principal in Charge and Project Manager and the key contact person for the City. 4. Subcontracting: List any portion of the work intended to be subcontracted and information describing the qualifications and relative experience of any proposed subcontractors. DBE/SBE Participation Approach: Describe the Consultants approach to providing opportunities for qualified DBE/SBE firms and complying with applicable WSDOT/FHWA requirements. Past Performance/References Describe three recently (within the last 5 years) similar completed projects involving directly related experience of the proposed team members. Include the name of the client, the name of the project manager, description and location of the work accomplished, and start and completion dates of the project. At least two references should be included. For each reference, indicate the references name, organization, title, complete mailing address, email and telephone number. The city intends to contact the references provided. Description
The City of Mukilteo is soliciting statements of qualifications from consulting firms with expertise in construction management for the 5th Street/W Mukilteo Boulevard Preservation Project. The project includes HMA pavement preservation and overlay, pedestrian walkways and bicycle lanes, retaining walls, concrete barriers, drainage structures and stormwater piping, pavement striping, roadway illumination, temporary traffic control, and construction staging. Funding includes local and federal sources, and the resulting professional services agreement will use a negotiated hourly-rate payment method under the Washington State Department of Transportation's Local Agency A&E Professional Services Negotiated Hourly Rate Consultant Agreement. The selected consultant will provide construction management, document control, inspection, contract administration, construction surveying and staking, materials testing and documentation, quantity and payment verification, ADA and traffic control inspections, change-order management, schedule and budget management, federal-aid and WSDOT documentation, constructability reviews, public and stakeholder coordination, and project closeout support. The SOQ must address the firm's experience, project team, technical approach, work plan, organization and staffing, subcontracting, DBE/SBE participation approach, and three similar completed projects from the past five years, with at least two references. Submittals are limited to 10 pages, excluding resumes and optional supplemental information, and must be submitted as a PDF by email.
