Description
The Washington State Department of Ecology is soliciting sealed bids for remediation of arsenic-contaminated soil associated with the former Asarco Smelter at 27 single-family residential properties in north Everett. The work includes environmental controls, selective demolition or temporary removal of site features, excavation and disposal of contaminated soil at an approved landfill, import and compaction of clean fill, grading, restoration to preconstruction conditions, and landscape and lawn restoration and maintenance. All work is outdoors. The project requires substantial completion within 240 calendar days after the Notice to Proceed and final completion within an additional 60 calendar days. The solicitation identifies an estimated bid range of $2,500,000 to $2,700,000, a 15% apprenticeship utilization goal, and applicable voluntary minority-, women-, and veteran-owned business participation goals. Bidders must have served as the general prime contractor on at least two Washington public-agency public-works projects within the previous 10 years.
