CITY OF SNOHOMISH REQUEST FOR QUALIFICATONS PROFESSIONAL ENGINEERING SERVICES SOUTH ZONE RESERVOIR HARD COVER AND MIXER DESIGN PROJECT The City of Snohomish (City) is seeking Statement of Qualifications (SOQs) from qualified engineering consulting firms to provide professional engineering services for the South Zone Reservoir Hard Cover and Mixer Design Project. The selected consultant will prepare a complete Plans, Specifications, and Estimate (PS&E) package and provide related engineering services necessary to support the project through bidding. The project includes design of a permanent hard cover replacement for the existing floating reservoir cover, installation of reservoir mixing systems, demolition planning for the North Reservoir, potable water security improvements, permitting support, and grant funding assistance. SOQs must be received no later than 5:00 PM (Pacific Time) on Friday, October 30, 2026. Late proposals will not be accepted. Submittals shall be submitted electronically in PDF format by email to: Siobhan Waltman at waltman@snohomishwa.gov with South Zone Reservoir Project RFQ in the subject line. Description

The City of Snohomish is requesting Statements of Qualifications from engineering consulting firms for professional engineering services for the South Zone Reservoir Hard Cover and Mixer Design project. The selected consultant will prepare a complete Plans, Specifications, and Estimate package and provide engineering support through bidding, including construction plans and details, technical specifications, equipment schedules, bid schedules, cost estimates, testing and commissioning requirements, and construction sequencing. The scope includes investigating existing conditions; designing a permanent hard cover to replace the existing floating cover; designing reservoir mixers and associated electrical, controls, connections, and penetrations; evaluating demolition of the North Reservoir; improving potable-water security and safety; supporting permitting and regulatory coordination; identifying and pursuing grant-funding opportunities; and assisting during bidding. The consultant may also provide additional construction-management services if negotiated with the City. Firms must be licensed to conduct business in Washington, obtain a City business-license endorsement before contract execution, and ensure that services are performed or supervised by appropriately licensed personnel. Statements of Qualifications are limited to a 10-page PDF, excluding the cover letter, resumes, and section dividers, and must use 8.5-by-11-inch pages with 11- to 12-point font. The SOQ must address the firm's approach, comparable project experience, project team, subconsultants, references, and current personnel rate schedule.
