Description
The Arizona Department of Economic Security is soliciting a single contractor to operate the statewide Temporary Assistance for Needy Families (TANF) Jobs Program under the Fiscal Responsibility Act pilot framework. The contractor will provide results-oriented service coordination and employment services for work-eligible TANF participants, including individualized responsibility plans, participant assessments, stabilization activities, workforce training and credentialing, subsidized and unsubsidized work experiences, job retention support, community-resource coordination, and post-employment follow-up. Services must be accessible throughout Arizona and support participants with limited English proficiency. The contractor must also provide and host a comprehensive web-based case management system serving as the program's system of record, with real-time case tracking, participant notifications, reporting, secure data exchange, APIs, SFTP, encryption, accessibility, disaster recovery, and United States data residency. The system and associated APIs must meet specified GovRAMP requirements, including GovRAMP Core within 12 months, GovRAMP Ready within 18 months, and GovRAMP Authorized within 24 months of award. Compensation uses fixed monthly payments, incentive-based payments, and reimbursable pass-through funding; the total aggregate contract value may not exceed $9,000,000 annually, including annual maximums of $4,000,000 for pass-through reimbursements and $5,000,000 for fixed, incentive, and transition/start-up costs combined. The initial contract term is April 1, 2027, through September 30, 2029, with extension options up to a maximum contract term of five years.
