Description
The Barstow Fire Protection District is seeking a qualified provider to furnish comprehensive fire and emergency medical dispatch services 24 hours per day, 365 days per year. The scope includes emergency call processing, EFD/EMD protocols and pre-arrival instructions, dedicated fire dispatch, radio communications, computer-aided dispatch, GIS and mapping, automatic and mutual aid coordination, ambulance coordination, records and reporting, quality assurance, performance monitoring, cybersecurity, disaster recovery, continuity of operations, and implementation and transition support. The provider must furnish qualified personnel, supervision, facilities, communications infrastructure, software, equipment, licenses, and related resources. The desired regional dispatch and command-center model includes dedicated call takers and fire dispatchers, 24-hour communications supervision, on-duty command-level support, CAD-to-CAD, AVL, Tablet Command, Active911, PulsePoint, Phoenix G2 station-alerting integration, nurse navigation and non-emergency referral pathways, regional resource coordination, and specialized-resource ordering. Proposals must address organizational qualifications and experience, comparable public-agency engagements, staffing and operational approach, technical approach, implementation plan, conflict-of-interest disclosure, litigation disclosure, requested contract exceptions, and detailed one-time, recurring, optional, and additional costs.
