The U.S. Special Operations Command (USSOCOM) is issuing a Commercial Solutions Opening (CSO) to accelerate the application of commercially derived software innovation into deployable capabilities for Special Operations Forces (SOF). This initiative aims to award FAR-based contracts and Other Transaction Authority (OTA) agreements to both traditional and non-traditional defense contractors for prototype projects relevant to Program Executive Office SOF Digital Applications (PEO SDA). The CSO process involves multi-phased competitive processes throughout 2024 and 2025. Phase I seeks Solution Briefs for specific Technology Areas of Interest (AOI), which are evaluated for advancement to Phase II or potentially Phase III. Phase II, if necessary, involves invited companies pitching or demonstrating their solutions. Phase III is for companies selected for award, where they will collaboratively develop Statements of Work and negotiate terms for a contract or agreement. Awards may include prototypes, concept demonstrations, pilots, and agile software development activities. Solutions will be evaluated based on technical merit, innovation, business viability, cost, schedule, and data rights. The period of performance for submitted solutions is generally no greater than 24 months. Awards can be FAR-based Firm Fixed-Price contracts or OT Agreements, with potential for non-competitive follow-on production agreements.
