Description
Hillsborough County is seeking competitive sealed proposals from public or private nonprofit entities for eligible multi-family acquisition rehabilitation and/or conversion projects serving rental or homeownership housing. Projects must benefit households at or below 80% of area median income, include a minimum 10% set-aside for households at risk of homelessness, experiencing homelessness, or emerging from homelessness, and serve residents of unincorporated Hillsborough County, Plant City, or Temple Terrace. New construction is ineligible. The maximum funding request is $2 million per proposal, although the estimated project amount is $3.8 million. Applicants must submit the provided application and extensive supporting documentation, including proof of nonprofit and 501(c)(3) status, site control and earnest-money documentation where applicable, a recent Phase I environmental assessment with a “No Further Action” recommendation, zoning and development documents, project plans, staff qualifications, prior-project information, financing and leveraging commitments, budgets, financial statements, policies, and IRS Form 990. Projects must commence within 12 months of executing the funding agreement and be completed and occupied within two years. Rental and homeownership projects carry a minimum 30-year affordability period. The solicitation requires insurance but does not require proposal, performance, or payment bonds.
