REQUEST FOR PROPOSERS Official Store Agent The Northern Indiana Commuter Transportation District (NICTD), operator of the South Shore Line Railroad, is seeking a single qualified Official Store Agent to fulfil the roles of both Official Store Agent and Licensing Agent, as described in the proposal packet. The proposal packet, including the work scope, is available online at www.nictdplanroom.com. Proposers are encouraged to access this site to retrieve the proposal packet, updated proposal information and addendums. Information regarding these Proposals, including the results, can be found at https://mysouthshoreline.com/nictd/purchasing-contractors/ Proposals shall be submitted electronically using the NICTD Plan Room submission link, located at the top left of the Project Information page. Proposals shall be submitted in PDF format and on forms contained in the proposal packet. Proposals will be received not later than 2:30 P.M., local time, Wednesday, October 14, 2026. The “Submit Bid” link will be disabled after the above stated time and date, so be sure to allow enough time to upload the entire proposal prior to this time. NICTD is not responsible for proposals that failed to upload prior to the submission deadline. Proposals must set forth full, accurate and complete information as required by the instructions in the proposal package. Failure to do so may result in rejection of a proposal. NICTD reserves the right to reject any and all proposals and waive technical defects if, in its judgment, the interests of NICTD so require. NICTD will interview and enter into negotiations with any proposer it deems appropriate in its sole discretion. NICTD reserves the right to accept any proposals within 90 days after the time of the opening of the proposals, during which time no proposal shall be withdrawn. David Dech President

The Northern Indiana Commuter Transportation District, operator of the South Shore Line Railroad, is seeking one qualified contractor to serve as both its Official Store Agent and Licensing Agent. The contractor will perform the roles and responsibilities described in the proposal packet, which is available through the NICTD Plan Room. Proposals must be submitted electronically through the NICTD Plan Room submission link in PDF format using the forms contained in the proposal packet. NICTD may interview proposers and negotiate with selected proposers at its discretion.
