Description
The City of Elkhart, Indiana, Department of Parks and Recreation is soliciting combined qualifications and proposals from design-build contractors or teams for a new permanent, ADA-compliant, four-season public restroom facility at Lundquist Park. The project includes design, permitting, demolition of the existing restroom structure, and construction of a 550- to 900-square-foot conditioned building with men's and women's restrooms and a storage room. The scope also includes exterior lighting, utility connections, concrete walkways connecting to the existing park path system, site restoration, and landscaping. The City will consider prefabricated, modular, or site-built construction. The all-inclusive project budget is $320,000, including design, permitting, demolition, construction, utility connections, site work, walkways, landscaping, bonding, and insurance. Proposals must include a qualitative proposal and a separately sealed price proposal submitted together as one package; award will be based on the lowest price divided by the written composite qualifications score.
