CALL FOR QUALIFICATIONS CITY OF PHOENIX ADVANCED WATER PURIFICATION PILOT DEMONSTRATION FACILITY 2-STEP CONSTRUCTION MANAGER AT RISK SERVICES OPENGOV ID NO. WS85710005 STATEMENTS OF QUALIFICATIONS ARE DUE: FRIDAY, OCTOBER 23, 2026 AT 12:00 PM *All times are local Phoenix time Scope of Work The City of Phoenix is seeking a qualified contractor to provide preconstruction services and complete construction services for the ADVANCED WATER PURIFICATION PILOT DEMONSTRATION FACILITY Construction Manager at Risk (CMAR) project. This project will treat and convey Class B+ non-potable reclaimed water from the 91st Avenue Wastewater Treatment Plant (WWTP) and treat the reclaimed water with Advanced Purification Processes to produce potable water. The selected CMAR will work as a team with the designer of record, selected engineering consultants, and City staff to ensure an efficient design approach for the project. This project site is located north of the existing 91st Avenue WWTP at 5615 S. 91st Ave, Tolleson, AZ 85353. The estimated total cost for construction for this project is $ 20 million. A Small Business Enterprise outreach requirements will be enforces prior to the start of construction. This project will be funded in part by the U.S. Bureau of Reclamation. Respondents are advised to review requirements outlined in the Department of the Interior's Office of Grants Management guidance. Compliance with all applicable federal regulations is mandatory. Pre-Submittal Meeting A pre-submittal meeting will be held at 1:00 pm on Thursday, October 8, 2026, at 200 W. Washington St., City Hall, 9th Floor, Training Room AND via Teams. At this meeting, City staff will discuss the scope of work, general project requirements, and respond to questions from the attendees. It is strongly recommended that interested consultants attend the pre-submittal meeting. Inquiries regarding the project scope outside of this pre-submittal meeting must be submitted through the Procurement Portal. Request For Qualifications Packet On Thursday, September 24, 2026 the Request for Qualifications (RFQ) may be downloaded from the Procurement Portal at: https://procurement.opengov.com/ portal/phoenix Firms receiving a copy of the Request for Qualifications through any other means are strongly encouraged to download the RFQ from the City webpage above. Firms must be registered in Procurement https://procurement.opengov.com/ portal/phoenix as a vendor to submit a Statement of Qualifications. Description
The City of Phoenix is requesting qualifications for two-step construction manager at risk services for an advanced water purification pilot demonstration facility. The proposed facility will treat approximately 200 gallons per minute of reclaimed B+ effluent from the 91st Avenue Wastewater Treatment Plant and may include reverse-osmosis-based and carbon-based advanced treatment, hybrid treatment configurations, ozone, biological activated carbon, granular activated carbon polishing, clarification, finished-water stabilization, pipe-rig testing, and brine-management processing. The approximately 15,000-square-foot facility may include process skids, piping, tanks, instrumentation, chemical storage, laboratory and research space, electrical and control areas, HVAC, fire suppression, and safety systems. The CMAR will provide preconstruction and construction-phase services, including planning, scheduling, cost estimating, design-phase input, long-lead procurement, permitting support, subcontractor and supplier selection, construction management, quality control, commissioning, startup, training, and operations and maintenance documentation. The construction scope is estimated at $20 million and may include future guaranteed maximum price packages and additional advanced water purification or brine-management processes. The qualifications-based submittal requires an information sheet, a statement of qualifications, up to seven one-page resumes, current experience modification rate information, a separate bonding-capacity statement, Form EO1, and contractor reference evaluations. The statement of qualifications is limited to 10 pages, excluding covers, the information sheet, and table of contents.
