Description
The California Interagency Council on Homelessness is seeking a single contractor to provide maintenance and operations for the Homeless Data Integration System (HDIS), a statewide software-as-a-service data warehouse that consolidates data from 44 California Continuums of Care. The scope includes software licensing, implementation services, hosting, ongoing maintenance and operations, secure data transfers, data cleansing and identity resolution using master data management, analytics, de-identified visualizations, and support for legislative mandates, public-records requests, and data sharing. The contractor must provide the required solution deliverables, comply with applicable privacy and information-security requirements for personally identifiable and non-personally identifiable information, and propose five key staff roles: Maintenance and Operations Manager, Systems Architect, Application Architect, MDM Architect, and Dashboard/Visualization Architect. Responses require administrative, qualification, reference, narrative, deliverables, and cost materials, with the cost workbook submitted separately and password-protected.
