Description
The Imperial County Transportation Commission seeks a consultant to update its 2020 Coordinated Public Transit-Human Services Transportation Plan. The work includes reviewing the existing plan; inventorying public, private, nonprofit, and human-services transportation providers; assessing transportation needs, service gaps, and mobility barriers; and developing and prioritizing strategies and projects to improve coordination and access. The consultant must conduct bilingual English/Spanish stakeholder and public outreach, analyze transportation and demographic data, and prepare maps and geographic analyses. Deliverables include a project work plan, outreach plan, technical inventory memo, needs assessment, draft and final coordinated plans, and bilingual presentation materials. The final report must be an accessible PDF compliant with ADA requirements, with editable electronic files for reports, maps, and supporting materials. Proposals must include a technical approach, schedule, qualifications, references, and a separately sealed detailed cost estimate; the technical proposal is limited to 40 pages.
